Ted Howard Ted Howard is the Executive Director of The Democracy Collaborative. The Collaborative’s Anchor Institution Initiative conducts research on innovative anchor practices, advises city governments and philanthropy on anchor-based economic development strategies, and works directly with anchors to help them monitor and measure the impact they have on their local community using an Anchor Dashboard.
